Smart Meter Mechanisms
How they effect biological systems
From a biological standpoint, it has been shown that red blood cells are damaged and thus cannot transfer oxygen efficiently when exposed to the radiation of electric smart meters. Smart Meters can affect the health of individuals, pets and even plants due to two mechanisms. One mechanism is pulsed Electromagnetic Radio Frequency (RF) and Microwave Radiation related. The second method is Pulsed Electrical Voltage Noise related. We'll discuss both.
Note that RF and Microwave, non-ionizing radiation has been known to cause health effects for decades. There is a 1972 Naval Medical Research Institute Report, discussing the various health issues and most recently in 2013 the American Academy of Environmental Medicine (AAEM) has issued a Smart Meter Case Series Report on the health issues with RF and EMF emissions from Smart Meters.

Note that background, baseline radiation levels in Austin, Texas, as in most metropolitan cities, is around 1-3 uW/m2. Cell phones typically emit 150 - 2,000 uW/m2 when they are in use. We have all heard smart meters, "are no higher power than our cell phones." That is simply not true.
The electric utility Smart Meters, Austin has deployed to the public, emit high energy RF energies (~ 900 MHZ) and Microwave (2.5GHz) radiation and are measured to pulse every 3-30 seconds (during the day and night) with the power density of 17,000 to 75,000 uW/m2 (microwatts per meter squared). In addition, typical 3G cell phones (flip phones) emit a radiation power density around 150 - 1,500 uW/m2 when they are in use. Newer cell phone designs, such as the 5S I Phone, emit an order of magnitude, over 10 times higher radiation at 11,000 uW/m2. There have been numerous repors of numb fingertips, painful wrists, and severe ear and headaches with these newer and higher power designs of cell phones.
Gas utility Smart Meters that have been deployed in Austin are measured to pulse every 3-30 seconds with the power density of 2,500 to 7,500 uW/m2 (microwatts per meter squared). All of these power density values were measured with a GigaHertz Solutions HF35C analyzer, with a power density attenuator, and measures frequency ranges of 850 MHz - 2.7 GHz.
The health effects of these pulsed electromagnetic fields is well documented in the scientific literature and summarized in the 2012 Bioinitiative Report. Common health complaints of those exposed to smart meter pulses include sleeplessness, headaches, chest pains, malaise, confusion, depression and muscle spasms.
Widespread use of wireless technologies, that utilize these pulsed energies and power densities, have been around only about a decade and the human race has not had thousands of years to evolve to biologically handle the exposures. The bottom line is that our bodies have not had time to evolve to effectively manage these unnatural, electromagnetic pulses of RF and Microwave energy.
Pulsed Electrical Voltage Noise in Residences and Work Places

In short, voltage spikes and transients along our electrical circuits in our homes, schools, workplaces etc. are a result of many things. One key source of electrical, voltage, noise is caused by pulses emitted by smart meters. Electromagnetic radiation and pulses cause electron and current excitation in the metal circuitry. This results in voltage spikes on top of the normal 60 Hz AC current. The lower the value for the voltage spikes, or voltage noise, in the metal wire and circuitry in our homes and work places, the more healthy the environment. Healthy values are typically less than 25 Volts/sec as measured with a Stetzer MicroSurge Meter. Note that a home with a smart meter reads a much higher value at 650 volts/sec. When the same home had the smart meter radio emitter signal turned off, it dropped to 90 Volts/sec. In addition, with the installation of several Stetzer Filters, the same home was lowered to values of around 12 Volts/sec.
